El Programa Regional Andino para el Fortalecimiento de los Servicios Meteorológicos, Hidrológicos, Climáticos y el Desarrollo - PRASDES, fue realizado por un convenio entre el Ministerio de Asuntos Exteriores de Finlandia (MAEF) y el Centro Internacional para la Investigación del Fenómeno de El Niño (CIIFEN).
PRASDES tiene como objetivo realizar un sistema de alerta temprana de inundaciones en areas de implementación aplicada en la Cuenca de río Suches (Bolivia)
